The Department of Defense Logistics Agency (DLA) intends to issue a nine-month cost-plus-fixed-fee contract under the Bell Boeing Captains of Industry Contract (COI) SPRPA1-17-D-009U, specifically for Contract Line-Item Number 0002 (SPRPA1-23-D-9002). The contract aims to secure services related to the procurement and utilization of a specialized torquer component, identified as Vendor P/N 147823, for the V-22 Osprey's Propulsion Rotor Gearbox (PRGB) test stand. The contractor is required to expedite the ordering of this tooling, which will be used primarily to increase PRGB repair capacity to twelve units per month, with the government maintaining oversight on its use, maintenance, and operational parameters. Installation of the torquer will be handled separately, and the contract emphasizes that the procurement process will be a sole-source effort under FAR 6.302-1, with potential suppliers needing to submit a Source Approval Request (SAR) via the DoDSafe portal to be considered. Interested suppliers must submit their SAR requests by October 21, 2024, and are encouraged to contact the contracting officers directly for guidance or to coordinate submissions. The contract will be performed in Amarillo, Texas, with oversight from the DLA Aviation office in Philadelphia, Pennsylvania. The solicitation is open to approved sources only, and non-approved vendors must follow the specified process to gain source approval. The overarching goal is to support the maintenance and repair of V-22 aircraft components, ensuring the fleet’s operational readiness, with the government reserving rights to determine the tooling’s use and management throughout the contract period.
