Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

The contract involves deploying a Subject Matter Expert (SME) artisan from Bell/Textron in Amarillo, Texas, to Saga, Japan, to provide sustaining engineering support, parts provisioning, and analytical services specifically for the V-22 PRGB program. The artisan will bring all necessary tools and equipment to perform cadmium plating maintenance on a Japanese aircraft (#702) within the designated period of approximately February 25 to March 25, subject to final confirmation based on SME availability. Travel will include multiple stopovers: Amarillo to Dallas, then Tokyo, and finally to Saga, Japan. This effort is structured as a Cost Plus Firm Fixed Price (CPFF) contract with a Not To Exceed (NTE) cap of $57,000. Given the artisan’s direct involvement with the aircraft, there will be included limitations of liability tied to the services provided. The primary point of contact is John Collier at the Department of Defense's DLA Aviation office in Philadelphia, and the contract was posted in late February 2026 with a response deadline in mid-March 2026. This operation supports crucial maintenance activities in-country to ensure operational readiness of V-22 aircraft components.
