The United States Special Operations Command Technology Applications Contracting Office established an indefinite delivery indefinite quantity contract for the production of tri-band antennas designed to support Secure Real Time Video for installation on Special Operations Aircraft. This effort encompasses the production of antennas and spares, the provision of technical guidance and support, and the delivery of associated technical data. The contract was structured with a one-year base period starting February 15, 2015, and four one-year option periods, extending the potential performance period through February 14, 2020. Awarded to First RF Corporation on a sole source basis under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, the procurement was estimated at 3,220,000 dollars. The government justified the non-competitive award by noting that the antennas had already undergone extensive testing and approval, and that recompeting the requirement would result in unacceptable delays and a substantial duplication of costs. The contract falls under NAICS code 334220 and was managed through the Department of Defense.

The United States Special Operations Command Technology Applications Contracting Office has a requirement for a follow-on contract for the production of tri-band antennas that support Secure Real Time Video for installation and use on Special Operations Aircraft. This effort includes production of antennas, spares, technical guidance and support, and associated technical data. This indefinite delivery indefinite quantity contract is expected to begin on 15 February 2015 with a one-year base period and four one-year option periods, ending on or about 14 February 2020. The Government expects to negotiate and award this requirement on a sole source basis under the authority of 10 U.S.C. - 2304(c)(1), as implemented by FAR 6.302-1, to First RF Corporation, 5340 Airport Blvd, Boulder, CO 80301. The antenna covered by this requirement has undergone extensive testing and approval in conjunction with prior competition. To recompete this requirement would cause substantial duplication of cost not expected to be recovered through competition as well as unacceptable delay. Parties that feel they can meet this requirement are encouraged to identify themselves. While this notice is not a request for competitive proposal, the Government will consider all bids, proposals, quotations, and capability statements received at aaron.b.martin12.civ@mail.mil by the response date specified in this announcement.
