SS - Airfield and Weather Flight Carpet Replacement

The 21st Contracting Squadron is conducting market research through a sources-sought announcement to identify qualified small business vendors capable of removing and replacing approximately 4,370 square feet of carpet on the first floor of Building 122 at Peterson Space Force Base in Colorado Springs, Colorado. This action is not a request for proposals or a commitment to award a contract; all submissions are voluntary and will not be compensated. The requirement is structured as a Total Small Business Set-Aside under FAR 19.5, utilizing NAICS Code 238330, and falls under the USAF Carpet II Program as a Tier II installation contract. Respondents must align their proposals with the established CLIN structure, which includes separate line items for carpet cost, adhesive cost, and installer cost inclusive of shipping, with pricing required to be at or below the Not-to-Exceed (NTE) rates established in Tier I contracts. Contractor mark-ups or profit on Tier I-purchased materials are not allowable, and shipping costs must be fully absorbed into the installer cost. The scope of work includes coordinating with the 21st Civil Engineering Squadron for hazardous materials screening, removing existing carpet and rubber cove base, relocating standard furniture, and installing new carpet in compliance with the Peterson SFB Design Guide 5.7.9 and manufacturer specifications. All removal and disposal of materials, particularly those containing lead or asbestos, must adhere to Colorado Department of Public Health and Environment (CDPHE) protocols, including proper packaging, tagging, transportation, and submission of shipping documentation such as Bills of Lading. Work must occur Monday through Friday between 0800 and 1600 hours, subject to mission-critical stoppages, and comply with OSHA, AFOSH, UFC, and other Federal, State, and local regulations. Contractors must pass background checks, provide procurement data to Tier I manufacturers upon request, and ensure the work site is left clean and debris-free. Performance is estimated to take 60 calendar days, with invoicing processed through WAWF after installation and acceptance by 21st CES personnel.
