SS - Airfield and Weather Flight Carpet Replacement

The 21st Contracting Squadron is conducting market research through a sources-sought announcement to identify qualified small businesses interested in performing the removal and replacement of approximately 4,370 square feet of carpet on the first floor of Building 122 at Peterson Space Force Base, Colorado. This is not a request for quotes or a commitment to award a contract, and respondents are not compensated for the time or cost incurred in providing information. The effort falls under the USAF Carpet II Program as a Tier II installation contract and is set aside exclusively for small businesses under FAR 19.5, with NAICS code 238330. Proposals must align with the specified CLIN structure covering carpet cost, adhesive cost, and installer cost including shipping, and all pricing must be at or below the Not-to-Exceed prices established in Tier I contracts, with no contractor markup or profit allowed on Tier I-purchased materials. Shipping is to be FOB destination and prepaid, included in the installer’s cost. Respondents are required to verify site conditions, measurements, and material requirements prior to submission and must coordinate with the 21st Civil Engineering Squadron for hazardous material screening. Work must be performed between 0800 and 1600 hours Monday through Friday, with a performance period of 60 calendar days, and is subject to mission-driven stoppages. All contractors must pass background checks and comply with OSHA, AFOSH, and applicable federal, state, and local regulations including 5 CCR 1001-26 for emissions and UFC 1 200-01 and the Peterson SFB Design Guide 5.7.9 for material and installation standards. Abated materials containing lead or asbestos must be packed, tagged, and transported in compliance with CDPHE requirements, with all shipping documentation, including Bills of Lading, provided to the government. The work site must be cleaned daily, debris hauled off-site, and the final area left in a clean, neat, and workmanlike condition for acceptance by 21st CES Operations Flight, following DAFI 32-1101 paragraph 1.8.
