The Idaho Department of Administration, Division of Purchasing, has issued a sole source authorization for the Idaho Department of Correction to procure a Firearms Training Simulator from Ti Training. This non-competitive procurement, conducted under Idaho Code section 67-9221 and IDAPA 38.05.01.045, is valued at an estimated $132,600 for a performance period from May 3, 2024, to May 3, 2025. The acquisition aims to replace outdated infrastructure at the POST Training Facility and other statewide locations with a permanent system featuring proprietary hardware and software, including simulation screens, laser systems, and VR headsets. The justification for the sole source award is based on Ti Training's status as the exclusive manufacturer and distributor of its patented simulation technology, specifically citing US Patents 9,605,927 B2, 9,885,545 B2, and 10,379,428. A previous request for quotes confirmed that other vendors failed to meet the necessary technical specifications, establishing Ti Training as the lowest-priced technically acceptable provider. The contract requires a mandatory business and financial analysis every five years for renewals and prohibits any personal advantage for the requestor or their family members.
