The Idaho Department of Administration, Division of Purchasing, has issued a sole source authorization for the Idaho Department of Health and Welfare to procure Multisystemic Therapy (MST) operating costs from Case Managers of Idaho (CMI). This procurement, identified as solicitation number 378, is justified under Idaho Code section 67-9221 and IDAPA 38.05.01.045 because CMI is the only agency in Idaho authorized and trained by MST Services, LLC, the exclusive national partner for this evidence-based in-home intervention for at-risk youth. The contract term runs from March 1, 2024, to February 28, 2025, with a total estimated value of $104,000. The scope of work includes the delivery of intensive home and community-based services, clinical therapy, staff training, and administrative support. The $104,000 budget covers specific operational costs including staffing, evaluations, assessments, transportation, software, and insurance. While the contract is set for one year, the service is considered temporary as it is planned to transition to a managed care organization under the Idaho Behavioral Health Plan effective July 1, 2024. Performance is based on adherence to the MST model fidelity, and the award is subject to a five-year business and financial analysis to evaluate cost-effectiveness.
