The Idaho Department of Administration, Division of Purchasing, has issued a sole source authorization for the Idaho STEM Action Center to procure specialized survey, automation, and professional development solutions from EBL Impact Strategies. This non-competitive procurement, conducted under Idaho Code section 67-9221, is justified by the vendor's unique human-centered design methodology and their ability to provide a customized algorithmic matching tool for the STEM Externship Program. These services are specifically tailored to Idaho's regional employer networks and workforce history, ensuring a level of compatibility and customization that the state has determined cannot be met by alternative suppliers. The scope of work includes the implementation of an automated matching tool to pair educators with externship opportunities, the execution of program impact assessments, and the application of iterative design to improve outcomes for students and educators. The period of performance is scheduled from July 1, 2024, to October 31, 2026, with performance taking place statewide across Idaho. While specific contract pricing was not disclosed, the authorization requires exhaustive market research documentation and legal counsel consultation prior to execution to ensure compliance with state procurement regulations.
