HELENA PARISH POLICE JURY The St. Helena Parish Police Jury is seeking sealed proposals from qualified firms to provide the following services: Disaster Debris Monitoring ServicesProposals will be used to establish pre-event standby contracts to assist in the Response, Logistics, and/or Recovery from natural or man-made disasters. SUBMISSION DEADLINE: Monday, June 11, 2026, at 2:00 PM SUBMISSION LOCATION: St. Helena Parish Police Jury Attn: Roderick D. Matthews, OEP Director 17911 Highway 43 / P.O. Box 339 Greensburg, LA 70441 RFP DETAILS: Solicitation Period: Advertisement begins Sunday, May 10, 2026. Questions: All inquiries must be submitted in writing to Roderick Matthews at rmatthews@sthelenaparish.la.gov no later than Wednesday, June 10, 2026. Format: Proposers must submit seven (7) complete sets (one original, six copies) and one electronic copy on a USB flash drive. Email and fax copies will not be accepted. Requirements: Firms must demonstrate at least five (5) years of experience in disaster response and provide five (5) government references.EVALUATION CRITERIA: Proposals will be judged on multiple criteria including Qualifications of the Contractor, Qualifications of Staff, Technical Approach, Financial Stability, and Price. Price will be a major component of the evaluation. MBE/WBE/DBE PARTICIPATION: Minority, women-owned, and small disadvantaged businesses are encouraged to participate. Proposers must include a local and minority subcontracting plan to address the utilization of Disadvantaged Business Enterprises (DBEs).
