St-Isidore Arena Mechanical and Facility Upgrades

The Nation Municipality is soliciting tenders for mechanical and facility upgrades at the St-Isidore Recreation Centre located at 20 Arena Street, St-Isidore, Ontario. The scope of work includes the replacement of three radiant heaters in the spectator stands, improvements to washroom ventilation, and upgrades to heating, ventilation, dehumidification, and hot-water systems. Additionally, the project involves ceiling, insulation, and lighting replacements in the hockey change rooms. The facility must remain operational throughout construction, and the contractor is required to provide a competent site superintendent and a detailed plan for working within an occupied facility. The contract will be awarded to the lowest-priced compliant bidder based on an Evaluated Base Bid excluding HST. Mandatory submission requirements include a site visit, a conflict of interest declaration, and at least three comparable references from the past five years. Substantial performance must be achieved by March 1, 2027, with all deficiencies and commissioning completed by March 12, 2027, and final close-out documentation submitted by March 15, 2027. The successful proponent must provide performance and labour and material payment bonds, each equal to 50 percent of the contract price. All fuel-fired equipment work must be performed by TSSA-registered contractors. The contractor is also responsible for the legal disposal of hazardous materials, including asbestos and PCBs, in accordance with the Transportation of Dangerous Goods Regulations and PCB Regulations. Payments will be made on a lump-sum basis within 28 days of receiving a proper monthly invoice.
