SECTION A INVITATION TO BIDDERS
Separate sealed bids will be received by the St. James Parish Government, in the Convent Council Chambers (2nd floor), located at 5800 Highway 44, Convent, Louisiana, 70723 for St. James Parish Judicial Building Generator Addition, Convent, LA, until 2:00 PM on September 3, 2026, at which time bids received will be publicly opened and read aloud.
Mailing Address: St. James Parish Government Rick Webre, Director of Operations P.O. Box 106 Convent, LA 70723.
Sealed bids shall be either hand-delivered by the bidder or his agent in which instance the deliverer shall be handed a written receipt, or such bid shall be sent by registered or certified mail with a return receipt requested. Bids may also be delivered by a package or express delivery service or carrier. However, if this form of delivery is utilized, the form of delivery receipt utilized by said carrier or service shall be considered as a sufficient written receipt received by the bidder. Failure of the U.S. Mail or of any express carrier or delivery service to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended.
Complete Bidding Documents have been prepared by the Engineer, Parish Engineering, LLC, 1450 Seabord Drive Baton Rouge, LA 70810, 225-332-0222. The Issuing Office for the Bid Documents is St. James Parish Operations Department in the St. James Parish Courthouse (3rd floor), located at 5800 Highway 44, Convent, Louisiana, 70723 (contact Ryan Larousse at ryan.larousse@stjamesparishla.gov). Prospective bidders may examine the Bid Documents at the Issuing Office on Mondays through Thursdays between the hours of 8:00 a.m. and 3:00 p.m. and Fridays between the hours of 8:00 a.m. and 10:00 a.m. Bid documents will also be posted online at www.centralbidding.com. To view these, download, and receive bid notices by e-mail, you will have to register with Central Auction House (CAH). Prospective Bidders are cautioned that the failure to obtain Bid Documents from the Architect as set forth above or notify the Architect of an intention to Bid could prevent the Prospective Bidder from receiving additional information, updates or addenda that may be issued concerning bidding on this Project.
A Mandatory Pre-Bid Conference will be held on August 18, 2026, at 9:00 AM at the Convent Council Chambers, located at 5800 Hwy 44 2nd Floor, Covent, Louisiana, 70723.
Bids shall be accepted only from Contractors who are licensed in accordance with L.R.S. 37:2150-2163 for the classification of BUILDING CONSTRUCTION.
All bids must be accompanied by a Bid Bond in the amount of five (5%) percent of the sum of the base bid and all alternates. The form of the security shall be as stated in the Instructions to Bidders.
The successful bidder shall be required to furnish the owner with performance and payment bonds for 100% of the contract amount prior to the issuance of a contract to perform the work.
The Owner reserves the right, in accordance with law, to reject any and all bids.
