Staff Augmentation/Project Manager Services

Alvin Community College is seeking a qualified sole proprietor or individual provider to deliver Staff Augmentation Project Manager Services in support of the 2025 Maintenance Tax Note Project, focusing on comprehensive facilities upgrades and modifications. The role requires the selected individual to serve as a Construction Manager-Agent under Texas Government Code Section 2269.201, coordinating directly with the project architect Stantec, engineers, contractors, and other consultants to manage planning, design, procurement, scheduling, budgeting, quality control, and project closeout activities. The solicitation is structured as a Request for Qualifications (RFQ 26-145), with no pricing information requested or accepted until after selection. Evaluation is based entirely on demonstrated competence and qualifications, with points assigned to the proposed individual’s resume (40 points), ability to meet college needs (25 points), Statement of Qualifications (25 points), and reputation and references (10 points); up to five finalists may be invited for a presentation or interview, which carries an additional 25 points contingent on final selection. All respondents must submit a bound original and three duplicate copies of their proposal, along with a thumb drive, limited to 50 double-sided sheets, delivered by hand to the Alvin College Purchasing Department by June 30, 2026, at 10:00 a.m. Central Time; faxed or emailed submissions are prohibited. Mandatory documentation includes the W-9 for tax identification, Conflict of Interest Questionnaire under Texas Local Government Code Chapter 176, Felony Conviction Notification, Form 1295 Certificate of Interested Parties filed with the Texas Ethics Commission, and insurance certificates for Professional Liability/E&O ($1,000,000 per occurrence), Auto, CGL, and Workers' Compensation. The selected provider must operate in a fiduciary capacity, is explicitly prohibited from self-performing any construction work, serving as a construction subcontractor, or providing performance or payment bonds, and cannot be deemed an employee of the College. Compensation will be negotiated post-selection using either fixed hourly rates with reimbursable expenses under a not-to-exceed ceiling or a negotiated lump sum, with contract administration details such as invoicing and payment procedures to be determined after award in accordance with Texas Education Code Chapter 44 and Government Code Sections 2254.003, 2254.004, and 2269.2
