The Orleans Parish School Board is soliciting services to deliver staff training and family engagement programs focused on supporting Limited English Proficient and immigrant students and their families, with a total contract value capped at $150,000. The work consists of approximately 75% direct services and workshops for families, covering technology literacy, resource navigation, and household support, and 25% professional development for school staff on cultural competency, immigration-related stressors, and institutional systems. Proposals must include a detailed methodology, demonstration of at least five years of relevant experience, sustainable training and engagement plans, and evidence of past performance through work samples. Evaluation is based on a 100-point system prioritizing experience and program design equally at 20 points each, followed by quality of past work, cost, local familiarity, personnel qualifications including language diversity, and mandatory 35% Disadvantaged Business Enterprise participation. The contractor must comply with Louisiana’s Unified Certification Program for DBEs, submit full documentation of good faith efforts if the goal is not fully met, and ensure all personnel undergo background checks under state law. Performance will occur onsite at NOLA-PS locations with inspections and acceptance conducted by the school board and DBE Office, requiring monthly compliance reports, site visits to verify DBE work, and adherence to all federal and state regulations including Executive Order 11246. The contractor must invoice directly upon purchase order, include all freight costs under F.O.B. destination terms, and cannot substitute key personnel without approval.
