AI Contract Overview
The National Institute of Corrections is soliciting applications under cooperative agreement 26JD01 to implement a Virtual Instructor-Led Training program designed to enhance correctional staffing practices across federal, state, local, and tribal agencies. This initiative leverages NIC’s industry-leading staffing analysis methodology to deliver a step-by-step, hands-on training experience that guides participants through completing a real-world staffing analysis of custodial line officers and first-line supervisors at their own facilities. Unlike traditional in-class formats, the VILT program combines live virtual instruction with structured intersession assignments and individualized coaching to build practical competency over a multi-week engagement period, ensuring agencies can immediately apply learned skills. The program will conduct five training iterations—two for federal and state prisons and three for local and tribal jails—each serving up to 20 participants across four facilities, with all training delivered using the most current NIC curriculum. Applications must be submitted through Grants.gov by July 30, 2026, and must include mandatory documents such as the SF-424, project abstract, program narrative, budget detail worksheet, logic model, timeline chart, resumes of key personnel, VPAT, and Plain Writing Attestation. All participants must maintain an active SAM registration with a valid UEI and comply with federal laws, executive orders, and Section 508 accessibility standards, ensuring all digital deliverables conform to WCAG Level AA guidelines. The award, expected to be a single 12-month project, is subject to evaluation based on programmatic design (40%), organizational capability (35%), and management/administrative soundness (25%), with final decisions made by the NIC Director considering peer reviews, geographic diversity, past performance, and strategic priorities. Successful recipients will be required to submit quarterly financial and semi-annual progress reports, annual audits where applicable, and detailed evaluation reports following each training iteration. All modifications to the agreement must be made in writing, approved by both the NIC Deputy Director and the awardee’s authorized representative, and any noncompliance may result in termination or payment withholding under 2 CFR 200.338 and 200.340. Employee whistleblower protections under 41 U.S.C. 4712 apply, and recipients must provide written assurance of compliance with the Plain Writing Act of 2010 for all deliverables.

Full Description
NIC has been providing staffing analysis resources to the corrections community for over 30 years. Their staffing analysis process and methodology are widely regarded as the industry standard within the corrections community and beyond.
Through this cooperative agreement, NIC seeks to provide the corrections community with opportunities to participate in the Virtual Instructor Led Training (VILT) version of staffing analysis training. This program will enhance and expand staffing analysis training and technical assistance for federal, state, local, and tribal corrections agencies.
Extracted from the processes and methodology depicted in NIC staffing analysis resources, the staffing analysis VILT curriculum was developed with distinct advantages for the participating agencies over the in-class delivery method. The staffing analysis process can be time-consuming and daunting for new or inexperienced analysts. As with most things, practical experience is the best instructor. Unlike the in-class curriculum, the NIC staffing analysis VILT training program provides participating agencies with step-by-step instruction and actual completion of a staffing analysis over the course of the training engagement.
Participants will be supported throughout the learning process through live virtual instruction, structured intersession assignments, and individualized coaching as they complete a staffing analysis of custodial line officers and first-line supervisors at one of their agency’s facilities.
