This is a Sources Sought notice. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources to perform a potential requirement. This requirement is set aside 100% for 8(a) businesses. BACKGROUND: The Centers for Disease Control and Prevention (CDC), National Center for Immunization and Respiratory Diseases (NCIRD), Division of Bacterial Diseases (DBD), Meningitis and Vaccine Preventable Diseases Branch (MVPDB) is dedicated to the prevention and control of meningitis, pertussis, and other vaccine-preventable diseases. The branch works on Neisseria meningitidis, Bordetella spp., Haemophilus influenzae, tetanus and diphtheria. Epidemiologic and laboratory activities encompass characterization of risk factors for disease, outbreak investigations, surveillance, method and tool development, pathogen detection and characterization to monitor anti-microbial resistance (AMR) trends and strain genomics, vaccine evaluations, implementation and evaluation of prevention strategies, and vaccine policy development and assessment, both domestically and globally. Cross-cutting activities on vaccines include developing, implementing and evaluating guidelines for use of vaccines, standardization and quality assurance activities, and characterization of potential vaccine antigens. Staff engages in collaborations with numerous CDC programs, other federal agencies, state health departments and external partners to carry out these activities. This is a follow-on contract to fill the ongoing need for staffing support for the Bacterial Meningitis Laboratory, Quality Management Systems team as well as the Management and Operations team. The tasks associated with this acquisition are currently being performed by contract support staff and there is an ongoing need to fill these roles. PURPOSE AND OBJECTIVES: The purpose of this contract is to provide technical and administrative support to the Bacterial Meningitis Laboratory, Quality Management Systems team and Management and Operations team within MVPDB. This will be accomplished by providing support services to achieve the branch objectives. These support services are divided into the following eight (8) task areas: Task 1: Bacterial Meningitis Laboratory (BML) Staffing Support Task 2: Quality Management Systems (QMS) Staffing Support Task 3: Program Management Staffing Support Task 4: Monthly Report Optional Task 5: Outbreak/Pandemic Support Optional Task 6: Genomics Microbiologists Optional Task 7: ABiL Bioinformatics Support Optional Task 8: Travel As an independent organization, and not as an agent of the Government, the Contractor shall furnish all of the necessary personnel to provide MVPDB with the technical and administrative support services described in the Statement of Work (SOW). These services are provided on a labor-hour basis with a not-to-exceed ceiling. See the attached draft SOW for additional details. PERIOD OF PERFORMANCE (POP): The period of performance of this contract consists of a base year and 4 option years, beginning on September 30, 2024. Capability Statement/Information Sought: Interested 8(a) businesses are requested to submit a capability statement, which shall include documentation of the expertise and ability to perform the requirements listed in the draft SOW, on previous successfully completed contracts for the same or similar service (please detail your ability to perform each task listed in the draft SOW). The respondent must also provide their DUNS number, organization name, address, points of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code), and any other information that may be helpful in developing or finalizing the acquisition requirements. If on GSA, please provide GSA Schedule contract information. Please limit your responses to ten (10) pages. All responses to this notice must be submitted electronically.
