Notice to Sole Source: The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Science and Technology Acquisition Division (STAD) specifically The Bioagent Attack Resiliency program has a requirement on a sole source basis for the contractor to procure twenty-four (24) Stainless Steel Feeders from Shickel Corporation. Under the authority of the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1)(i), "Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available"; The Shickel Corporation 115 Dry River Road, Bridgewater, VA 22812 is the only source capable of providing the necessary specific modifications to the stainless steel feeders which are needed. The feeders are custom designed for the corrosive environment within the animal isolation rooms and are comprised of non-porous stainless steel surfaces and enclosures which will allow for thorough decontamination, including autoclaving, and uphold Biosurety. Shickel Corporation is the only manufacturer and supplier capable of meeting the customization requirements necessary for usage in Building 101.
