Low Profile Mast and Rotational Module Component Prototype Other Transaction Area of Interest
Solicitation # N00024-26-R-6215
The Submarine Electromagnetic Systems Program Office (PMS 435) has issued a competitive Area of Interest (AOI) solicitation, number N00024-26-R-6215, seeking innovative industry solutions for the design, development, and prototyping of a next-generation Low Profile Mast (LPM) Type 24 Mod 1 and Rotational Module (RM) component. The LPM is intended to provide critical all-weather, infrared imaging, and radio frequency processing via the AN/BVY-1 Integrated Submarine Imaging System while minimizing signatures, while the RM enables the rotation of sensors within the mast. To accelerate these capabilities, the Navy is utilizing the Other Transaction Authority pathway under Title 10 U.S.C. Section 4022, which may result in the award of one or more prototype projects. The procurement follows a three-phase competitive process consisting of Phase I White Papers, Phase II Pitches, and Phase III Prototype Proposals. Eligible participants include businesses owned in the United States, United Kingdom, and Australia, with specific requirements for Non-Traditional Defense Contractors or small businesses to comply with statutory restrictions. Interested companies must first execute a Terms of Use Agreement to access Controlled Unclassified Information and restricted technical data. Phase I submissions, including a five-page white paper, placemat, and business status certification, must be submitted via encrypted DoD SAFE transmission by October 20, 2026. Evaluation factors for subsequent phases include technical solution viability, cost and schedule realism, prototyping ability, and a comprehensive transition plan to long-term production.
