The contract solicitation SPE7L1-26-T-897R is for the procurement of 21 threaded standoff spacers, identified by NSN 5340-01-377-3335, under a simplified acquisition framework. The item is to be delivered FOB origin with no variance in quantity, and both inspection and acceptance occur at the manufacturer’s location. The contract includes a separate first article test line item requiring one unit for testing, with no separate charge assumed unless otherwise cited, and the test requirement aligns with FAR 52.209-3. The deliverables must comply with the DLA Master List of Technical and Quality Requirements, which override any conflicting specification standards, and prohibit the use or incorporation of Class I ozone-depleting chemicals. Packaging must follow MIL-STD-129 for marking and labeling, with palletization meeting RP001, and non-hazardous materials packaged per ASTM D3951 unless superseded by DLA requirements; hazardous materials require compliance with IP025 per FED-STD-313. Sampling must adhere to MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required, and attributes must be verified at specified levels: VII for critical (AQL 0.1), IV for major (AQL 1.0), and II for minor (AQL 4.0). The contractor must maintain a quality system meeting SAE AS9003 or ISO 9001 and remove any government identification from non-accepted items. The unit of issue is each (EA), with delivery due 623 days after award, and payment is processed electronically via WAWF. The contract value is $22.00, with a line item for the test unit priced at $1.00. All offerors must hold a valid UEI and CAGE code, and socioeconomic representations are required, particularly regarding small business status. The solicitation triggers compliance with multiple FAR and DFARS clauses, including those relating to combating trafficking, employment eligibility, hazardous material identification, cybersecurity (NIST SP 800-171), and subcontracting for commercial products, with deviations applied to certain clauses. Proposals must be submitted electronically through DIBBS by August 10, 2026, and delivered to DLA Distribution San Diego, with no formal contract
