This is a Request for Information (RFI) issued by the Department of Defense through the Starcom Contracting Office at Patrick Space Force Base, Florida, under solicitation number FA254926RFI060426, for the development of the STARCOM Civilian Guardian Course. The RFI is strictly for market research purposes and does not constitute a commitment to award a contract or initiate procurement; no costs incurred in responding will be reimbursed, and all submissions become U.S. Government property. The target outcome is a 40-hour, high-engagement, multi-modal curriculum centered on space awareness and superiority, delivered through a blend of synchronous and asynchronous learning elements, culminating in a one-week immersive capstone event. The vendor must collaborate with government personnel who are developing the inherently governmental portions of the curriculum to ensure cohesive branding and instructional continuity. All content—including lessons, instructor guides, student materials, assessments, and multimedia—must be built within the government-provided Learning Management System using SCORM-compliant formats and undergo formal government review and approval before deployment. The effort is highly accelerated, with a planned delivery timeline requiring initial curriculum completion by November 30, 2026, followed by iterative updates through March 2027, with final revisions due by May 14, 2027. Vendors are strongly encouraged to leverage existing government assets and prior materials to minimize development costs and align with the compressed schedule. Vendors must respond using the official online questionnaire, with responses limited to 1,500 characters per question, and may submit a single supplemental one-page document to Kelly Parker at kelly.parker.6@spaceforce.mil for additional context. All submissions are due no later than June 19, 2026. The work involves full participation in curriculum design, development, and long-term maintenance using Instructional Systems Design (ISD) standards, including monthly reporting, personnel roster updates, and ongoing alignment with USSF and DoD directives. Compliance with cybersecurity standards is critical: offerors must meet CMMC Level 1 or 2 requirements depending on information handled and provide a current NIST SP 800-171 assessment if CUI is involved. The contractor must maintain a Quality Control Plan addressing delivery quality, subcontractor oversight, and invoice control, and comply fully with DoD security protocols, including background checks, CAC access requirements, base access procedures, and proper handling and return of all government-furnished

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a Request for Proposal (RFP) nor a request for competitive quotes. The sole purpose of this RFI is for conducting market research and information collection/dissemination only. This RFI is not to be construed as a commitment, implied or otherwise, by the Government that any procurement action will result from this RFI. Furthermore, under no circumstance shall the Government be liable for any costs associated with providing information in response to this RFI. Any information submitted in response to this RFI is strictly voluntary and will become the property of the U.S. Government. Should questions arise, the Government reserves the right to answer all, some, or none of the questions submitted in response to this RFI. Due to pressing timeline of the proposed requirement an immediate response is required from vendors to establish a vendor list. All responses must include the attached questions on the RFI.

The project scope encompasses the creation of classes, lessons, instructor guides, and student-facing training materials as described in the PWS. The selected vendor must collaborate closely with the government, which will simultaneously develop the inherently governmental portion of the curriculum, to ensure overall continuity and cohesive branding. This highly compressed effort has an expected completion window of approximately four months, with all vendor-developed elements delivered over a tight schedule. Furthermore, all lessons, activities, templates, and assessments are subject to formal government review and approval prior to deployment.

The initial phase of the program consists of a 40-hour, high-engagement, multi-modal curriculum that avoids static lectures or slides. This 40-hour block integrates synchronous and asynchronous elements, including mandatory readings, interactive instructional videos, independent assignments, knowledge assessments, synchronous online group collaboration, and direct interaction with instructors and subject matter experts. The course culminates in an intensive, one-week capstone event focused on high-fidelity, performance-based activities and instructor-led simulations ensuing knowledge of space awareness and their role in superiority.

The Vendor will be required to participate in all curriculum development and iteration efforts from pre-execution through post-execution. The Vendor shall be responsible for the complete build-out and technical configuration of all assigned portions of course content within the Government-provided Learning Management System (LMS). Curriculum maintenance and updates will occur on a consistent and reoccurring schedule as part of this effort. Additionally, all required multi-media support and Instructional Systems Design (ISD) support for the performance period are outlined in the PWS. The Government will retain final authority on all course content, instructional methodologies, and learning activities.

Due to the accelerated need for the course the responses should focus on a demonstration of economical approaches, maximizing the use of existing space superiority information and materials or previously developed assets to minimize new development costs. The performance work statement and mandatory questionnaire is attached. Please follow all instructions when responding.  The questionnaire is the only document required to reply however, you may include a separate one-page document elaborating on responses or providing additional information on your company sent to kelly.parker.6@spaceforce.mil.
