STARCOM Delt 1 Enlisted Initial Skills Training

This is a Request for Information (RFI) issued by the U.S. Space Force under solicitation number FA254926EISTRFI for market research purposes only, with no intent to award a contract directly from this notice. The RFI targets small businesses as part of a Total Small Business Set-Aside and seeks input on the capability to develop, instruct, and maintain an Enlisted Initial Skills Training program for Space Force Guardians in the areas of Space-Domain Fundamentals, Space Systems Operations (5S), Intelligence (5I), and Cyberspace Operations (5C), along with supporting Mission Integration, Exercises, Capstone Events, training support, and modeling and simulation. The response deadline is June 2, 2026, and all submitted information is voluntary, becomes government property, and carries no financial obligation or liability for the Government. The primary performance location is Patrick Space Force Base, Florida, with secondary work expected at Vandenberg Space Force Base, California, and limited telework permitted only for unclassified tasks. Personnel must be U.S. citizens with active Top Secret clearances, possess Common Access Cards, and comply with stringent security protocols including SCIF access rules, OPSEC training per AFI 10-701 and DoDD 5205.02E, and adherence to ITAR and export control regulations. Instructors require a minimum of three years in relevant mission areas, public speaking experience, and must complete the AETC Basic Instructor Course within four months of assignment; curriculum developers must have instructional design experience; and modeling and simulation personnel must be proficient with tools like STK, BORG, or AFSIM. All personnel must hold a bachelor’s degree in a relevant STEM or intelligence field unless in M&S. Deliverables include Monthly Status Reports, personnel rosters, travel reports, and transition plans, submitted electronically in Microsoft Office or PDF format. The Government reserves the right to evaluate responses without providing feedback and will not reimburse any costs incurred in responding. No contract values, CLINs, or pricing details are included, as this is a pre-solicitation market research tool and not a competitive acquisition vehicle.
