The U.S. Air Force, through the 423rd SCMS at Tinker Air Force Base, Oklahoma, is conducting market research to identify qualified sources for the new manufacture of the Starter Valve with NSN 2995-01-204-6249 and part number 3214466-5-4, intended for the B-1 platform. This effort is a Sources Sought synopsis under FAR Part 10, not a solicitation or invitation to bid, and no contract will be awarded based on responses. The government seeks to determine the availability of capable suppliers, including small businesses, small disadvantaged businesses, 8(a) firms, service-disabled veteran-owned small businesses, HUBZone businesses, and women-owned small businesses, to assess whether the requirement can be competitively sourced or set aside. The estimated spares requirement ranges from 10 to 59 units, with potential vendors expected to handle full manufacturing cycles, including component procurement, inspection, testing, packaging, shipping, and management of supply chain risks such as diminishing manufacturing sources and long-lead parts. Interested parties must respond by August 14, 2026, using the designated button to be included in the market research and are advised that no funds are available for this phase. The North American Industry Classification System code is 336413, with a size standard of 1,250 employees, and the work is performance-based at Tinker AFB, Oklahoma. Respondents should be prepared to address nonrecurring engineering costs associated with qualifying as an approved supplier and must have the capability to deliver fully compliant, new-manufactured assemblies meeting military specifications. All communications and responses must be directed to the workflow email provided, and inquiries requesting a solicitation will not be addressed, as this effort remains strictly for market research purposes to inform future acquisition decisions.
