State and Territory Flags

The 3rd U.S. Infantry Regiment, known as The Old Guard, is soliciting one complete set of U.S. State and Territory flags comprising 50 states and six territories—Washington D.C., Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands—along with 56 associated guidon staffs. Each flag must be 4x6 feet, constructed of poly-knit nylon, double-sided with a liner, and feature a pole hem and yellow fringe; the guidon staffs must be 9 feet 6 inches in length, manufactured in two pieces with a pole chrome joint and include a spear kit featuring a finial on top and a spear on the bottom. All items must be produced in accordance with the Statement of Work and meet stringent quality standards. The contract is a 100% set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and the acquisition is subject to the Barry Amendment, which mandates that the flags be made in America; failure to submit a valid certification of compliance will result in immediate technical rejection. The solicitation follows a Lowest Price Technically Acceptable (LPTA) source selection process, meaning award will go to the lowest-priced offer that meets all mandatory technical requirements. All deliverables must be completed and delivered to Fort Myer, Virginia, no later than September 1, 2026, with transportation costs borne by the contractor under FOB Destination terms. Items require Unique Item Identification (UID) in compliance with MIL-STD-130, including enterprise identifier, serial number, and other designated data elements, and must be labeled for shipment in accordance with MIL-STD-129. All shipments and individual items must be machine-readable and verified using approved automatic identification technology. Payment will be processed electronically through the Wide Area WorkFlow (WAWF) system, requiring contractors to maintain an active and updated System for Award Management (SAM) profile with designated electronic business points of contact. Invoices and receiving reports must align with DFARS and FAR requirements depending on the line item type, and all submissions must include an SF 1449 form with a certified Barry Amendment statement.
