State Border Security Reinforcement Fund

The State Border Security Reinforcement Fund (SBSRF), authorized by the One Big Beautiful Bill Act of 2025, is a flexible hybrid grant program administered by FEMA and the Department of Homeland Security. With nearly $10 billion allocated for FY 2026, the program empowers state and local governments to implement robust border security solutions. Key objectives include the construction and deployment of border walls, barriers, or buoys along the southern border, ground preparation for such structures, the detection and interdiction of illicit substances and unlawful aliens, and the relocation of unlawfully present aliens from population centers. The program supports both new forward-looking projects and retroactive activities dating back to January 20, 2021. Applicants must submit their proposals through the FEMA GO system, including an Investment Justification form and an Application Worksheet. Eligibility is contingent upon maintaining an active SAM registration and a Unique Entity Identifier. The award process is competitive, utilizing pass/fail gates for eligibility, programmatic compliance, and financial integrity, followed by a technical review by subject matter experts from CBP, ICE, and FEMA. Final funding determinations are made by the Secretary of Homeland Security based on operational impact and need. Recipients must adhere to strict organizational conflict of interest rules, cybersecurity measures for protecting personally identifiable information, and National Flood Insurance Program criteria. Performance is monitored through quarterly reports and a final report due within 120 days of the period of performance end.
