State Digital Opportunity Evaluator

The Ohio Department of Development’s BroadbandOhio is soliciting proposals for a State Digital Opportunity Evaluator to comprehensively assess the effectiveness of digital inclusion efforts as part of the Ohio Digital Opportunity Plan, a federally supported initiative under the Digital Equity Act. The selected contractor will be responsible for developing and publishing best practices, implementing thorough evaluation methodologies, collecting and analyzing both qualitative and quantitative data regarding program goals and resource effectiveness, and ensuring compliance with federal research standards. The work will also involve collaboration with an Institutional Review Board and delivery of detailed semi-annual, annual, and final reports to BroadbandOhio leadership, as well as administrative and meeting support. The contract is set to begin upon award and extend through June 30, 2027, with the possibility of renewal based on performance and available funding. Work will be carried out across Ohio as dictated by project needs. Offerors are required to demonstrate a proven track record in evaluating digital inclusion programs for public entities or non-profit organizations, supply references, complete all necessary compliance forms, and adhere to all relevant legislation. Subcontracting is permitted with pre-approval. The estimated contract value ranges from $500,000 to $2,000,000, and proposals are due by June 3, 2025.
