State Maintenance Area 20—Horseshoe Levee System

The Central Valley Flood Protection Board is establishing State Maintenance Area 20 to incorporate the Horseshoe levee system as an authorized component of the State Plan of Flood Control. Located in Yuba County, the project specifically encompasses Reclamation District 784 Units 5, 3b, and 6, as well as RD 817 Unit 6. Geographically, the area is situated approximately 14 miles southeast of Yuba City, seven miles west of Wheatland, north of the Bear River, and east of the Western Pacific Intercepting Canal. The project is classified as a forecast and has been granted a Notice of Exemption from the California Environmental Quality Act under the Class 20 categorical exemption, as it involves changes in the organization of local agencies without altering the geographical area of existing powers. Administrative oversight is managed by the Central Valley Flood Protection Board in Sacramento, with Angela Nguyen-Tan serving as the primary point of contact.
