The contract solicitation 70Z03326QSEAT0008 is a total small business set-aside for the removal of existing locker room flooring and installation of approximately 775 square feet of Roppe Rubber Tile (or equal) and Roppe Vinyl Wall Base (or equal) at U.S. Coast Guard Station Chetco River in Brookings, Oregon. The work must be completed within 90 days after issuance of the Notice to Proceed, with a projected completion date of October 13, 2026, and must comply with OSHA standards, Davis-Bacon wage requirements, USCG non-slip surface specifications, and the Buy American Act. The acquisition is governed under NAICS code 238330 with a $19 million size standard and uses a Lowest Price Technically Acceptable (LPTA) evaluation method, where proposals must be rated acceptable technically and cost-competitive to be considered for award. All offerors must be registered in SAM, and failure to comply results in ineligibility for award. Amendment 001, issued on June 24, 2026, cancels the previously mandatory site visit scheduled for June 22, 2026, removing it as a condition for proposal eligibility. The proposal submission deadline has been extended to 0800 PST on July 10, 2026, and offerors must acknowledge receipt of this amendment by signing and returning the SF-30 with their submission. Proposals must be submitted electronically to ava.m.stow@uscg.mil with the solicitation number in the subject line and consist of two separate parts: a completed and signed SF-1442 with a detailed price breakdown covering mobilization, materials, installation tasks, and labor rates, and a technical proposal not to exceed five pages that outlines the approach to demolition, substrate preparation, installation, and cleanup with a high-level schedule. The technical proposal is evaluated on an acceptable/unacceptable basis, and award will be made to the lowest-priced responsible quoter whose proposal is technically acceptable. All work is subject to government inspection and acceptance at the site, and the contractor must provide a one-year warranty on materials and workmanship. Clause language inconsistent with FAR 13.004 has been tailored to reflect quotes rather than offers throughout the solicitation.

Repair Aircraft Hangar Apron Concrete - Air Station North Bend
Solicitation # 70Z033Q2027601
The U.S. Coast Guard is soliciting a firm-fixed-price contract under solicitation 70Z033Q2027601 for the repair of approximately 50 square feet of concrete spalling on the aircraft parking apron at Air Station North Bend, Oregon. The project involves removing deficient concrete to a minimum depth of one inch and replacing it with heavy-duty, fast-setting, shrinkage-compensated structural mortar designed for heavy aircraft wheel loads. Key technical requirements include maintaining a strict 1/4-inch per foot slope toward drain inlets, utilizing fuel-resistant sealants, and adhering to International Concrete Repair Institute standards and ASTM A955 criteria for steel reinforcement. To ensure airfield safety, the contractor must implement foreign object debris barriers and perform a final magnetic and vacuum sweep of the apron. This acquisition is 100% set aside for small businesses under NAICS code 237310. The government will award the contract to the responsible offeror submitting the lowest-priced technically acceptable proposal. Evaluation factors include technical capability, assessed on an acceptable or unacceptable basis, and past performance via CPARS and other references. Proposals must be submitted as a single consolidated PDF containing a detailed price breakdown and a technical narrative demonstrating the ability to meet the scope of work. All successful offerors must be registered in the System for Award Management. Amendment 001 extended the solicitation closing date to September 16, 2026, and revised the scope of work to include additional operational and performance requirements.
