Stationary Industrial Vacuum System

The City of Green Bay, through Green Bay Metro Transit, is soliciting proposals for a turnkey Stationary Industrial Vacuum System under solicitation 2026-23. The objective is to implement a complete solution for the capture, transport, and collection of debris from transit bus operations, consisting of vacuum generation via pumps, a fixed piping system for material conveyance, and filtration for separation and containment. The system must be installed at 901 University Ave, Green Bay, Wisconsin, and be engineered for potential future expansion while fitting within a 10 by 40 foot space. The selected vendor will be responsible for all electrical work, equipment delivery, installation, and commissioning to ensure the system meets or exceeds the performance of the existing equipment. Proposals are due by September 8, 2026, and will be evaluated based on technical approach, installation and commissioning plans, vendor qualifications, documentation and training, and price. The award will be granted to the highest scoring responsive and responsible proposer. This project is subject to Federal Transit Administration requirements, including compliance with 2 CFR 200 and FTA Circular 4220.1G. Mandatory submittals include a bid guarantee of five percent of the bid price, and the successful contractor must provide performance and payment bonds for 100 percent of the contract price. Payment will be made within 30 days of acceptance, and vendors must be capable of accepting credit card payments via the City's P-Card program.
