Full Description

This purchase order is being awarded as the result of a ratification of an unauthorized commitment, which was made by a Government representative who lacked the authority to enter into a business agreement with Reed Business Information d/b/a In-Stat. This proposed contract action is made under the conditions described in FAR 6.302-1 (a) (2) (i) "only one responsible source and no other supplies or services will satisfy FCC Broadband requirements." See attached J&A.
