STC UNIFORM RENTAL SERVICE

The State of South Carolina, through the State Fiscal Accountability Authority, is soliciting proposals for a Statewide Term Contract to establish a rental program for uniforms, floor mats, mops, and towels for all Using Governmental Units. The scope of work includes the rental, professional laundry, repair, replacement, delivery, and pick-up of uniforms, as well as the periodic change-out of mats and towels. The state intends to award the contract to the two highest ranked, responsive, and responsible offerors. Proposals must be submitted online by September 19, 2026, and should be divided into separate technical and business volumes. Key requirements include a minimum contract duration of 36 months for participating units and a six-week window for initial set-up. Uniforms must adhere to OSHA and ANSI high-visibility standards, and flame-resistant or ARC-rated garments must be certified to industry standards. Quality control is strictly enforced, with a required rejection rate of less than one percent and a mandate that all new hires receive brand-new uniforms. Contractors are required to provide electronic funds transfer information and offer both weekly and monthly invoicing options. Additionally, vendors must submit a Service Provider Security Assessment Questionnaire and maintain general and information security liability insurance.
