The contract pertains to the permanent decommissioning and abandonment of four historic wells at the Ste. Genevieve National Historical Park in Missouri, specifically one well at the Jean Baptiste Valle House and three at the Kern House. The work requires pumping out water, controlled filling of subsurface voids with engineered rock and chat fill to eliminate collapse hazards, and reconstruction of historic masonry structures including well caps to match existing conditions, ensuring visual and structural compatibility with the park’s historic character. All activities must comply with Missouri Department of Natural Resources regulations under part 10 CSR 23-3.110 and federal environmental standards to prevent contamination of air, waterways, and subsoil. The contract is a Firm Fixed Price arrangement under a simplified acquisition procedure, designated as a total small business set-aside with a NAICS code of 237110 and a size standard of $45 million. Offerors must be registered as active in SAM and possess a Unique Entity Identifier, and must submit quotes via email to the Contracting Specialist by the specified deadline, without alternative stipulations. The period of performance is 180 calendar days from the Notice to Proceed, inclusive of all supply and material lead times, with FOB destination delivery terms. All materials, labor, taxes, and site-specific costs are included in the single line-item lump sum price. The contractor is required to implement a comprehensive accident prevention program with a site-specific safety plan, ensure all personnel use OSHA-compliant PPE including hard hats, maintain two sets of serviceable equipment, post emergency contact information on-site, and report all accidents promptly. Environmental and safety compliance, along with adherence to industry standards and manufacturer specifications, are mandatory. Utilities such as water, gas, and electricity from existing systems must be provided at no cost to the contractor.
