The Department of National Defence is seeking industry input through a Request for Information to establish a long-term supply arrangement for steel plates, sheets, and structural beams to support the Royal Canadian Navy and Canadian Armed Forces across key locations including Halifax, Esquimalt, Montreal, Lévis, and Victoria. This initiative, identified under solicitation number W8482-264898, is not a binding contract but the first step toward a potential 7- to 10-year Request for Supply Arrangement with on-demand delivery, where materials will be provided as requested to support vessel maintenance, infrastructure, and operational readiness. The required materials must comply with stringent technical standards such as ASTM, CSA, EN, Lloyd’s Register, and DNV specifications for material grades, with surface preparation held to SSPC SP 5/NACE No. 1 white metal blast standards and verified through ASTM D4417 and ISO 8502-3 testing. All items must be permanently marked with manufacturer name and part number, accompanied by EN 10204 Type 3.2 mill test certificates issued by Lloyd’s Register-approved facilities, and produced under an ISO 9001:2015 certified quality system. Substitutions for specified products are permitted only if they demonstrate full interchangeability in form, fit, function, and quality at no additional cost to Canada, subject to prior approval by the Technical Authority. Compliance with Canadian content requirements is mandatory: suppliers must be incorporated in Canada, file Canadian income taxes, and perform all value-added manufacturing within the country, with strict prohibitions against subcontracting significant work abroad. Deliveries must be made Delivery Duty Paid to specified Canadian military sites, and pricing may be adjusted at the time of delivery based on real-time fluctuations in metal commodity markets, although no unit prices or contract value estimates have been disclosed. The solicitation closes on April 30, 2026, and responses must be submitted via email to Devin McClellan of the Department of National Defence. All submissions must fully address technical specifications, certifications, traceability, and Canadian content declarations outlined in Annexes A and B, with no formal page or format limits specified but an expectation of comprehensive, verified documentation. The eventual award will follow a best-value trade-off model, prioritizing technical compliance, supply chain reliability, and quality assurance over price alone.

Full Description

The Department of National Defence (DND) is requesting Industry feedback regarding the procurement of steel sheets, plates, and structural beams for use by the Royal Canadian Navy (RCN) and the Department of National Defence (DND). The objective of this RFI is to share the DND’s requirement and seek feedback from Industry on potential options to meet the DND’s needs. This is the first step of a procurement process and is intended to determine availability of goods over the next ten years, and the ability for Industry to deliver to the Royal Canadian Navy (RCN), third party shipyards and Canadian Armed Forces bases in Montreal, Levis, Halifax, and Esquimalt, as and when requested.
