Stencil Parking Stalls, Green Curb and Parking Signs by San Diego Unified Port District at Port Park in Barrio Logan

The proposed project would involve stenciling in nine (9) “T” stencils on existing pavement to define new parking stalls, painting the curb green, and adding new and replacement parking signs within and adjacent to the Port Park in Barrio Logan (formerly Cesar Chavez Park) by San Diego Unified Port District (District) in the city of San Diego, California. The west side of Chicano Park Boulevard (directly adjacent the Port Park in Barrio Logan) currently has signage for no parking between 10:30pm-6am and signage for the 3-hour parking limit. The proposed project would replace the existing signage and would keep the same parking hours and limits as those aforementioned. The replacement signage would be installed on the fence where the existing signage is located. On the east side of Chicano Park Boulevard (across the street from Port Park in Barrio Logan) there is currently unmarked street parking available for approximately nine (9) parking spaces. The proposed project would match the parking conditions on the west side of the street (painted green curb, signage on new posts and on the adjacent fence for no parking between 10:30pm-6am and for the 3-hour parking limit and “T” stencils on the pavement to define the parking stalls). This would gain approximately nine (9) parking spaces for the adjacent park and would allow the District to monitor and enforce parking regulations. The proposed project would encourage the use of these parking spaces for park users rather than for nearby businesses. Within the Port Park in Barrio Logan parking lot, the proposed project would replace the existing signage and would keep the same parking hours and limits as those currently onsite. The replacement signage would be installed on the fences, posts and poles where the existing signage is located. Construction of the proposed project is anticipated to occur in approximately Summer 2026 and would take approximately two (2) days to complete using small equipment, hand tools and a work truck with ongoing maintenance as-needed. During this time, there would be temporary impacts to parking spots in order to complete pavement marking and curb painting, as well as temporary impacts to the parking spots at individual sign install locations to establish safe work zones. Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, and transportation and traffic are not anticipated to occur. Furthermore, the District would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.
