Step 2 - Request for Proposals (RFP) to provide facilities maintenance and support services to the Department of National Defence (DND) for installations located at CFB North Bay, Ontario. DEFENCE CONSTRUCTION CANADA (DCC) – is calling for Cost Proposals from firms to provide facilities maintenance and support services to the Department of National Defence (DND) for installations located at CFB North Bay, Ontario. The Contractor will be required to provide maintenance and support services for all identified buildings and their associated infrastructure within the defined property limits in a manner and to a standard that will not cause the buildings to deteriorate beyond normal wear and tear throughout the Contract term. A non-mandatory site visit will be held for this opportunity at the following date and location: Date: September 17th, 2025 Time: 10:00 local time. Duration: approximately 2 hours Location: [Building 134, 120 Stanmore Dr, Hornell Heights, ON P0H 1P0], Proponents are advised that attendees of the non-mandatory site visit must register their intent to be present at the site visit no later than September 12th at 14:00 local time via email to [NBCONTRACTING@dcc-cdc.gc.ca]. Failure to register in advance will result in individuals not being granted access to the site.   Attendees are required to present a valid government-issued photo ID at the time of the visit. Please note that photography is prohibited during the site visit. Attendees are advised to wear basic PPE for the site visit, including CSA approved safety shoes. Following Contract award, the Contractor will be required to progressively mobilize and be ready to commence providing the Services by the Service Commencement date in the Contract. The initial Period of Service will be five (5) years. If mutually agreeable between the Contractor and DCC, the Period of Service may be extended for up to two (2) additional three (3) year periods, for a possible total of eleven (11) years. Information provided by the Proponents will be evaluated using the established criteria in the RFP. This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA). The selected Contractor will be required to hold a valid Facility Security Clearance (FSC) at the level of SECRET, issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project are identified in the RFP documents.
