SOURCES SOUGHT FOR ALLEN BRADLEY PROGRAMMABLE LOGIC CONTROLLER (PCL)
Solicitation # N62478CON31FY2612
The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to identify qualified sources for a Programmable Logic Controller (PLC), I/O modules, and programming software. The goal is to determine if products equivalent to the Rockwell Automation Allen-Bradley ControlLogix 5580, Flex 5000 IO, and Studio 5000 suite can meet the mission-critical requirements of their existing SCADA system or if a sole-source procurement is necessary. The required solution must ensure seamless network integration, maintain a strong cybersecurity posture with regular firmware updates, and provide full failover redundancy to ensure continuous operation during controller failures. Technical specifications require a microprocessor-based, modular, and field-expandable PLC system capable of handling high-density analog and discrete I/O points with a scan time of 250 milliseconds or better. The hardware must support Removal and Insertion Under Power (RIUP), native EtherNet/IP and Modbus TCP communications, and operate within specific temperature and humidity ranges. Additionally, the system must include a native OEM engineering software environment for integrated configuration and auditing, prohibiting the use of third-party bridging tools. Interested parties must submit detailed technical data and company information to the contracting specialist by September 11, 2026.

The University of Ottawa is inviting qualified proponents to submit proposals for the supply and installation of a Stereo Micro Particle Image Velocimetry and Laser Induced Fluorescence system, as outlined in Appendix D of the RFP. This advanced diagnostic system is specifically designed to measure three-dimensional velocity and scalar fields, such as concentration and temperature, within small-scale continuous-flow miniaturized contactors. It must be capable of performing in-plane three-component velocity measurements in fluid channels with cross-sections up to 1.25 mm by 1.25 mm and fluid velocities reaching 2 meters per second. The system must achieve a local velocity measurement error of less than one percent and maintain a spatial resolution of 0.01 millimeters, even in high-shear regions near channel walls. Detailed technical specifications and deliverables are provided in the full RFP package. Proposals must be submitted by the deadline of June 26, 2026, at 9:00 p.m. Eastern Time, under solicitation number 42972-31a. The RFP was posted on May 29, 2026, and all bidding documents are accessible through the Merx website, where associated fees may apply. The contracting authority is Richard Norton, reachable at rnorton@uottawa.ca, and the procurement is classified under NAICS code 334513. The place of performance and organization type are both associated with the University of Ottawa under the Government of Canada. This Request for Proposals (the “RFP”) is an invitation by the University of Ottawa (the “University”) to prospective proponents to submit proposals for Stereo Micro Particle Image Velocimetry System, as further described in Appendix D (RFP Particulars) Section A (the “Deliverables”). The stereo-µPIV/LIF system will be used to investigate three-dimensional velocity and scalar (e.g., concentration, temperature) fields in small-scale continuous-flow miniaturized contactors. The system will be used to make in plane three-component (2D-3C) velocity measurements in flow channels up to 1.25 mm × 1.25 mm in cross-section with local fluid velocities up to 2 m/s. Local velocity measurement error must be less than 1% and the spatial resolution must allow velocity measurements to 0.01 mm, even near the wall at high shear rate.
