The University of Ottawa is seeking proposals through an invitation to bid for a Stereo Micro Particle Image Velocimetry (Stereo-µPIV) and Laser Induced Fluorescence (LIF) system aimed at measuring three-dimensional velocity and scalar fields in small-scale continuous-flow miniaturized contactors. The system is required to perform precise in-plane three-component velocity measurements within flow channels up to 1.25 mm by 1.25 mm, handling fluid velocities up to 2 m/s. It must achieve a local velocity measurement error below 1% and provide a spatial resolution capable of capturing velocity measurements as fine as 0.01 mm, even under high shear conditions near channel walls. Proponents must submit their proposals by June 26, 2026, and can access bidding documents on the Merx platform, although fees may apply. The solicitation is issued by the University of Ottawa under the Government of Canada, with Richard Norton serving as the primary contracting authority. The system will support advanced research needs by enabling high-accuracy velocity and scalar measurements crucial for the study of microfluidic processes. Further technical details and requirements are provided in the RFP package available online.

This Request for Proposals (the “RFP”) is an invitation by the University of Ottawa (the “University”) to prospective proponents to submit proposals for Stereo Micro Particle Image Velocimetry System, as further described in Appendix D (RFP Particulars) Section A (the “Deliverables”). The stereo-µPIV/LIF system will be used to investigate three-dimensional velocity and scalar (e.g., concentration, temperature) fields in small-scale continuous-flow miniaturized contactors. The system will be used to make in plane three-component (2D-3C) velocity measurements in flow channels up to 1.25 mm × 1.25 mm in cross-section with local fluid velocities up to 2 m/s. Local velocity measurement error must be less than 1% and the spatial resolution must allow velocity measurements to 0.01 mm, even near the wall at high shear rate. For further details, please download the RFP package.Bidding and Documents are available on http://www.merx.com. Fees may apply; See https://www.merx.com/public/pricing for more information.

66--GAGE,DIFFERENTIAL,DThis contract involves the procurement of 10 units of a differential gauge (NSN 1H-6685-014681462-X5, TDP VER 010) to be delivered to two Defense Logistics Agency (DLA) distribution centers located in New Cumberland, Pennsylvania, and Tracy, California. The Government does not possess ownership or rights to the technical data necessary for additional source repairs and has determined that acquiring these rights or reverse engineering the part is not economically viable. Consequently, the procurement will proceed through a sole-source negotiation under FAR 6.302-1, although all responsible sources are invited to express interest or submit proposals within specified deadlines, which will be reviewed to determine competitive procurement viability. The award will only be given to offerors who meet strict qualification requirements at the time of contract award, as outlined in FAR clause 52.209-1. The acquisition is conducted by the Navy’s Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania, with Rebecca Aglow serving as the primary point of contact. Market research revealed that the commercial item acquisition policies under FAR Part 12 do not apply, although interest in providing a commercial equivalent may be submitted within 15 days of the notice. The contract solicitation (N0010426QBW92) was posted on June 10, 2026, with a response deadline of July 27, 2026, and is designated as a presolicitation notice rather than an open competitive solicitation. The Government retains discretion to decide against competition based on responses and will base the final award on compliance with qualification standards and product suitability.

66--GAGE, DIFF PRESSThis contract involves the procurement of seven units of a differential pressure gauge (NSN 1H-6685-016543965-X3) as specified in TDP version 003. Deliveries are designated to two Department of Defense locations: DLA Distribution in New Cumberland, Pennsylvania, and DLA Distribution in San Joaquin, Tracy, California. The government does not hold the rights to use the technical data needed for purchasing or repairing this part from alternative sources, and reverse engineering is considered uneconomical. Consequently, the solicitation is being conducted under a sole-source authority, specifically FAR 6.302-1, allowing negotiation with only one source. Although not a request for competitive proposals, all interested and capable sources may express interest or submit proposals within 45 days (or 30 days if tied to an existing Basic Ordering Agreement), after which the government will decide whether to proceed competitively at its discretion. The contract solicitation, numbered N0010426QBW93 and titled "66--GAGE, DIFF PRESS," is issued by the Naval Supply Systems Command Weapon Systems Support Mech office located in Mechanicsburg, Pennsylvania. Responses are due by July 20, 2026. Qualification requirements will be strictly enforced at the time of award in accordance with FAR clause 52.209-1, and additional information regarding qualifications can be obtained from the contracting officer. The acquisition does not follow policies outlined in FAR Part 12 for commercial items; however, interested parties may notify the contracting officer within 15 days if they can offer a commercial equivalent. The primary point of contact is Rebecca Aglow, reachable via email or phone, providing a direct line for inquiries related to this procurement.
