Sterns 173 Install New Casing

Bridge Energy LLC is proposing a remedial workover project for the Sterns 173 well, identified by API number 0405906928, located within the Brea Olinda Field in Orange County, California. The primary objective of the project is to install new casing and reconstruct the wellbore to address critical well integrity issues. By performing these repairs on the existing wellbore and well pads, the project aims to eliminate the continued natural degradation of the casing, thereby mitigating the risk of fluid releases that could threaten public health, safety, and the environment. Because the well is situated within a Health Protection Zone, Bridge Energy LLC is invoking an exception under PRC section 3281, subdivision (a)(1), to justify the approval of a Notice of Intent. The California Department of Conservation, Geologic Energy Management Division (CalGEM), acting as the lead agency, has issued a Notice of Exemption under the California Environmental Quality Act (CEQA). This exemption is based on the project's nature as a minor alteration and replacement of existing structures, specifically falling under Class 1 for existing facilities. CalGEM has determined that the project will not have significant adverse environmental impacts and is exempt from full environmental review under several CEQA exemption classes, including Classes 1, 2, 4, 7, and 8.
