The Jacksonville District of the US Army Corps of Engineers is seeking industry input regarding the planned dredging and material disposal for ecosystem restoration in two segments of Stevenson Creek, Clearwater, Florida. Reach 1 involves dredging approximately 1,700 linear feet to a depth of about 3.5 feet NGVD, removing around 90,000 cubic yards of material, and constructing littoral shelves for mangrove habitats. Reach 2 covers about 1,900 linear feet and will be dredged to about 2.5 feet NGVD, yielding roughly 42,500 cubic yards of material. The dredged spoil, composed mainly of organic muck and sand, will be managed through a dewatering site near the Douglas Avenue Bridge, which the contractor will develop and restore, and a permanent disposal site located about 21 miles northeast in Hillsborough County. Clean sandy material may also be disposed of at a nearby City of Clearwater Maintenance Yard. This request for information (RFI) aims to gather recommendations on environmentally sound, timely, and cost-effective methods for developing the dewatering site and transporting dredged material to disposal areas, as well as to confirm industry interest and identify business classifications such as small or veteran-owned businesses. The project magnitude is estimated between $1 million and $5 million. The response deadline is July 6, 2005, and submissions are for planning purposes only, with no contracts to be awarded or payments made based on this RFI. All responses must comply with anticipated environmental standards and water quality certifications issued by the State of Florida.

Reach 2 extends approximately 1,900 LF southeastwardly from the Pinellas Trail Bridge to the Douglas Avenue Bridge. Reach 1 would be dred ged to a depth of 3.5 NGVD requiring the removal of an average of 3 feet of material and yield approximately 90,000 cubic yards of dredge material. Additionally, two littoral shelves for mangrove habitat, approximately 1.5 and 1.7 acres in size, respectiv ely, would also be constructed in Reach 1. Reach 2 would be dredged to a depth of 2.5 NGVD requiring the removal of an average of 2 feet of material and yield approximately 42,500 cubic yards of dredge material. The spoil material has an approximate com position of 25-45% organic muck and 55-75% sand. A dewatering site with about two usable acres of land is provided approximately 800 LF southeast of the Douglas Avenue Bridge. The contractor will be responsible for developing the dewatering site and retu rning it to a condition that will be acceptable to the Government. Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
