Damascus Township, Wayne County, PA will receive sealed bids, in the manner and the place further identified in the Instruction to Bidders for the Stone House Road Culvert Replacement Project as indicated in the RFP. The project is funded by a FEMA Grant. Prevailing wages apply. Davis-Bacon Wage Rates are included in the complete RFP. The project briefly described is: Remove existing 7’-4” x 5’-6” CMP Elliptical culvert and replace with a new 10’-6” x 5’-7” Bottomless Aluminum Box Culvert complete with aluminum footing plates, lean concrete sub-footers and aluminum structural plate endwalls. The structure has been purchased directly by Damascus Township under separate contract and will be stored at the Damascus Municipal Complex. Bid packages including specifications, scope of services and bid documents may be obtained at no cost via PennBid (www.pennbid.net). A mandatory Prebid meeting will be held on Thursday, December 11, 2025, at 9:00 AM. All interested bidders shall meet at the Damascus Township Municipal Building prior to traveling to the site. Proposals will be received electronically via PennBid until 1:00 PM on Friday, January 16, 2026. Bids will be publicly opened at the regularly scheduled Damascus Township Board of Supervisors meeting, Monday, January 19, 2026, 7:00 PM at 60 Conklin Hill Road, Damascus PA 18415 (570.224.4410). Bids may be held by Damascus Township for a period not to exceed thirty (30) days from the date of Bid Opening for the purpose of reviewing the Bids and investigating the qualifications of the Bidder, prior to the award of the Contract. Damascus Township will award the bid to the lowest responsible bidder, reserving the right to waive any informality and accept or reject any and all Bids. A bid bond for 10% of the base bid amount shall be provided with the bid. Performance and Payment bonds in the amount of 100% of the contract amount shall be provided by the successful bidder within 20 days of the award. Any questions regarding this solicitation shall be submitted via the “Questions” feature within PennBID no later than Monday January 12, 2026, at 1:00 PM.
