Stormwater Management Services

The Town of Herndon, through its Department of Public Works, is soliciting proposals under RFP 27-02 for professional stormwater management services. The selected licensed firm will provide engineering support and regulatory compliance assistance, specifically focusing on the General Virginia Pollutant Discharge Elimination System MS4 permit regulations. Key responsibilities include implementing Minimum Control Measures, preparing MS4 Program Plans and Annual Reports, developing TMDL Action Plans, and providing technical services such as GIS database development, BMP design, and outfall inspections. The contract is structured as a firm-fixed price agreement with an initial one-year term and the option for three additional one-year renewals. While the total value of task orders in a single contract year shall not exceed 10 million dollars, the fee paid to the contractor is capped at 2.5 million dollars per term. Proposals are due by September 22, 2026, at 11:00 a.m. via the Town's eProcurement Portal. The evaluation process consists of two phases: a written proposal review based on a 100-point weighted scale—prioritizing firm qualifications, key personnel, and regulatory expertise—and potential oral presentations. Awarding is based on the best overall value and fit for the Town. Requirements for bidders include certification of non-debarment, SWaM status identification, and comprehensive insurance coverage, including 2 million dollars in general liability and professional liability for errors and omissions. All services must comply with the Virginia Public Procurement Act and applicable federal, state, and local regulations.
