Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) - Only one responsible source and no other supplies or services will satisfy agency requirements. Contract Award Date: TBD Contract Award Number: TBD Synopsis: This is a Sole Source synopsis published for informational purposes only. The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Kennon Products, Inc. for the Stowable Aircraft Plugs and Covers. This acquisition is conducted under the authority of FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization. This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source. Current provided plugs and covers easily fall off of designed areas due to high winds common at Edwards Air Force Base. Kennon Products Inc is the only manufacturer who can provide magnetic covers which have been shown to hold in place better in high wind environments that the standard plugs and covers are not able to offer. Of note, Edwards AFB commonly has high wind warnings to which Kennon products are best known for providing intake plugs/exhaust covers to the aeronautical industry to sufficiently handle these environments and most importantly, mission requirements and specifications for the unique calibration services necessary. The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- Substantial duplication of cost to the Government that is not expected to be recovered through competition; or Unacceptable delays in fulfilling the agency's requirements. It is recommended to obtain a solution to this requirement from Kennon Products, Inc.. This requirement is to proceed as a single source acquisition due to the need for magnetic covers to withstand high winds and manufacturing performed Kennon Products, Inc., who was considered technically acceptable to meet the government requirement. As a result, it has been determined to be in the best interest of the Government to proceed with a single source acquisition to Kennon Products, Inc., the vendor for this Stowable Aircraft Plugs and Covers requirement. URC-300 VHF/UHF Transceiver Assembly and Remote Control Unit (RCU)
Solicitation # ACQ-26-H096
The Department of the Air Force, through the Air Force Test Center (AFTC/PZZF) at Edwards AFB, intends to award a sole-source, Firm-Fixed-Price purchase order to ACG Systems, Inc. under solicitation ACQ-26-H096. This procurement is for one URC-300 VHF/UHF Transceiver Assembly and ten associated auxiliary components, including a Remote Control Unit (RCU), mounting brackets, antennas, and cabling. The equipment is required to expand the capabilities of the Mobile Telemetry Van supporting the B-52 Commercial Engine Replacement Program (CERP) and must integrate with the proprietary CM-350 V2 control protocols. The government has determined that ACG Systems, Inc. is the only responsible source capable of satisfying the requirement because they are the original equipment manufacturer and the hardware must meet mandatory military TEMPEST and EMI shielding standards for classified and unclassified operations. Utilizing non-ACG hardware would result in significant duplication of costs and cause a critical six-to-nine-month delay due to mandatory recertification, which would threaten B-52 engine replacement timelines and operational readiness targets. The award is based on the vendor's unique technical compatibility and the determination that the pricing is fair and reasonable based on historical data from previous contract FA9302-22-F-G596.
