AI Contract Overview

This unrestricted contract is for the procurement of 10 sediment strainers, identified by NSN 4730-01-392-8698. Because the government lacks complete technical data, the acquisition is limited to approved sources under 10 USC 2304 (c) 1, with Cleveland Gear Company, Inc. listed as the current approved manufacturer for part number 0803DH-S0801211. This is a critical application item that requires engineering source approval and strictly prohibits the intentional addition of mercury or mercury-containing compounds. The solicitation process, which ran from March 16, 2012, to April 16, 2012, utilized a best-value evaluation considering price, delivery, and past performance. A notable feature of this procurement is the use of an anonymous online reverse auction for price discussions, where final auction prices serve as the final proposal revisions. The supplies are to be delivered to the DLA Distribution center in Tracy, California.

This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only offers based on approved sources under the authority of 10 USC 2304 (c) 1. Current approved manufacturer is CLEVELAND GEAR COMPANY, INC. (59958) P/N 0803DH-S0801211. This solicitation opens on 3/16/12 and closes 4/16/12. This requirement is for a quantity of 10 each. While price may be a significant factor in the evaluation of offers, the final award decision will be based on combination of price, delivery, past performance and other evaluation factors as described in the solicitation. The proposed contract is unrestricted. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. An offeror's final auction price will be considered its final proposal revision.
