AI Contract Overview
The U.S. Navy, through NAVSUP Fleet Logistics Center Puget Sound, is soliciting two critical fire pump strainers under a firm-fixed-price contract for the USS JOHN L. CANLEY (ESB-6): one Eaton simplex strainer with part number ST073140BF10C-ESB6 and one Eaton strainer with part number ST052160P125MM5MM. This is a brand-name requirement restricted to authorized distributors or the original equipment manufacturer due to the safety-critical nature of the components in naval fire suppression systems. The solicitation, identified as N0040626Q0153, is set aside entirely for small businesses under the SBA’s Total Small Business Set-Aside program, with eligibility limited to Women-Owned Small Businesses, Economically Disadvantaged WOSBs, and 8(a) concerns. The response deadline has been amended to May 21, 2026, at 12:00 PM EDT, with an anticipated award in May 2026. Offers will be evaluated without assigned weights based on three factors—technical including delivery date, past performance, and price—with the government selecting the most advantageous offer using a trade-off approach. Delivery is required on July 10, 2026, to the Military Sealift Command BATS facility in San Diego, California, under FOB Destination terms, with mandatory 48-hour advance notification. Packaging must conform to MIL-STD-2073-1 or ASTM D3951, with wood packaging compliant with ISPM-15; markings must adhere to MIL-STD-129R, including stenciled vessel name and hull number in 2-inch letters, and uniquely identified items must be marked with a two-dimensional data matrix per MIL-STD-130 using ISO/IEC 16022 symbology. All submissions must be made electronically to the contracting officer, and offerors must be properly registered in SAM.gov. The contract includes standard FAR and DFARS clauses addressing cybersecurity, trafficking in persons, whistleblower rights, electronic funds transfer, payment to small business subcontractors, prohibition on covered telecommunications equipment, safeguarding defense information, and restrictions on business with the Maduro regime. Invoicing must be conducted through WAWF, and the government will conduct acceptance inspection at the delivery point. Contracting officer Nicole Eygnor is responsible for the procurement.
