Solicitation SPE7L1-27-T-3791 is a small business set-aside issued by the DLA Weapons Support Land Supply Chain for the procurement of 60 clamp-insert type retaining straps (NSN 5340-00-343-1282). The contract requires delivery to Robins Air Force Base, Georgia, with a delivery window of 288 days after order. The procurement is based on FOB Origin for both inspection and acceptance. A critical component of the award evaluation is the First Article Testing (FAT) requirement, with a government testing cost of $12,000.00 added to the offered price for evaluation purposes. The contract mandates strict adherence to technical and quality requirements from the DLA Master List, including specific packaging standards such as MIL-STD-129 and ASTM D3951. Due to the nature of the technical data, the contract is subject to export controls under ITAR and EAR, and requires contractors to maintain CMMC Level 2 certification and comply with DFARS 252.204-7012 for safeguarding covered defense information. Invoicing must be processed electronically through the Wide Area WorkFlow (WAWF) system. Offerors must submit quotations by November 16, 2026, ensuring all SAM representations and certifications are current.
