This contract is for the procurement of one unit of strap, webbing, identified by NSN 5340-00-026-2011, under solicitation SPE7L1-26-T-831W, with a required delivery in five days to FPO AP 96607 aboard the USS GEORGE WASHINGTON CVN 73. All items must conform to the current revision of the applicable part standard, with historical manufacturing revisions accepted only for items produced prior to the solicitation date. Technical and quality requirements referenced by R or I numbers are governed by the DLA Master List, and compliance with MIL-STD-130N for identification marking and MIL-STD-129 for packaging and marking is mandatory. Packaging must adhere to MIL-STD-2073-1E with specified methods, materials, and codes, and palletization follows DLA’s procurement packaging requirements. Ozone-depleting chemicals are strictly prohibited, and any substitute chemicals require prior approval unless explicitly authorized by the specification. Sampling follows MIL-STD-1916 or equivalent zero-based plans with zero non-conformances required unless otherwise stated, and attributes are verified at specified levels. The item is subject to Cybersecurity Maturity Model Certification Level 2 self-assessment and covered defense information regulations. Delivery is FOB destination with no variance allowed in quantity, and inspection and acceptance occur at the delivery point. Transportation logistics are governed by specific DLA procedural notes, and the vendor must use the provided DLA vendor and shipment codes. Special marking is not required, and the packaging must be suitable for non-hazardous materials under IP025 guidelines. The contract requires full and open competition and applies the DoD unit of issue system.
