The U.S. Navy’s Naval Surface Warfare Center Dahlgren Division is soliciting quotations for the procurement of a Stratasys Pro J35 3D printer under a combined synopsis/solicitation numbered N0017826Q6826, issued as a Request for Quotation under FAR Part 12 simplified acquisition procedures. The requirement is exclusively for the Stratasys Pro J35 model due to its unique ability to produce functional prototypes and parts using up to three different materials simultaneously in a single print, a capability deemed essential for meeting specific operational specifications that no other model has demonstrably fulfilled. Award will be made on a Lowest Price Technically Acceptable basis, with submission limited to authorized resellers or distributors who provide valid documentation from Stratasys Inc., the original equipment manufacturer, confirming their authority to sell the product. All offerors must be registered in the System for Award Management, and quotations must include all costs—shipping, freight, tariffs, and duties—to Dahlgren, Virginia, with no additional charges permitted after award. The acquisition is a sole source under FAR 6.103-1(d) based on brand name specificity, and the Buy American Act applies unless the value exceeds the Trade Agreements Act threshold, in which case the latter governs. Responses are due by 12:00 p.m. EST on August 6, 2026, with an anticipated award date by August 31, 2026. The solicitation is publicly announced in SAM.gov starting July 28, 2026, and no separate written solicitation will be issued. Quotations must be submitted via the SF 1449 form and must strictly adhere to the terms and conditions of the solicitation, with any exceptions potentially resulting in rejection. Offerors are encouraged to provide pricing data to support price reasonableness determinations. The point of contact for inquiries is James Embrey, reachable via email at james.d.embrey3.civ@us.navy.mil or by phone at 540-498-5241. The place of performance is Dahlgren, Virginia, and DFARS 252.225-7013 for duty-free entry may apply as appropriate. Failure to provide proof of authorization from Stratasys Inc. will disqualify a quotation from consideration.
