SOURCES SOUGHT NOTICE


THIS IS A Sources Sought Notice ONLY.  The U.S. Government desires to procure industrial additive manufacturing equipment, installation, configuration, and manufacturer‑led training at Fort Hood, TX. The requirement includes brand name or similar systems meeting or exceeding the capabilities of:



  • One (1) Stratasys F370CR (or similar):

Functional & Technical Characteristics:


  • Technology: Must be an industrial-grade Fused Deposition Modeling (FDM) 3D printer specifically designed for producing composite parts.
  • Minimum Build Volume: Must have a minimum build envelope of 355 x 254 x 355 mm (14 in x 10 in x 14 in).
  • Material Compatibility: Must natively support high-strength composite materials, including carbon fiber-reinforced thermoplastics (e.g., FDM Nylon-CF10), in addition to standard engineering-grade thermoplastics.
  • Accuracy & Resolution: Capable of printing multiple slice heights, including a fine resolution of 0.127 mm (0.005 in) to produce parts with a smooth surface finish.
  • Must include necessary environmental or safety mechanisms standard for metal powder bed fusion or equivalent metal printing technologies (e.g., integrated inert gas/powder handling architecture).
  • Software Integration: Must include integrated slicing and print management software (e.g., GrabCAD Print) to streamline the workflow from CAD model to printed part.

Functional & Technical Characteristics:

  • Minimum Build Volume: Must have a build envelope of at least 192 mm x 108 mm x 370 mm (7.5 in x 4.25 in x 14.5 in), with a total build volume capacity of no less than 7,672 cm3.
  • Must support a high-accuracy printing process suitable for complex geometries and rigorous mechanical applications (achieving tolerances up to ± 50 to 100 µm).
  • Must be fully compatible with the provided operating/slicing software for seamless workflow integration.


The Contractor shall deliver, install, configure, calibrate, and verify full operational capability, and provide manufacturer‑led training sufficient to certify Soldiers in safe and effective operation, except for those items identified as Government‑furnished, on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought notice with information sufficient to support a set-aside.  Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside.  We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.



This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.  This notice does not commit the U.S. Government to contract for any supply or service.  Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.  The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.  Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.  If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry which is currently www.sam.gov. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement.  The anticipated NAICS code(s) is: 333248, All Other Industrial Machinery Manufacturing with a size standard of 750 employees.



In response to this sources sought, please provide:



1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.


2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not.  Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.


3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements—such as capability to provide detailed information addressing:


  • Proposed Solution: A description of the proposed 3D printers that meet or exceed the salient characteristics for the Polymer Additive Manufacturing Printer (Stratasys Origin Two or similar) and the Composite-Ready Polymer Additive Manufacturing Printer (Stratasys F370CR or similar). Please include model numbers and technical specifications.


  • Installation Experience: Evidence of past performance in providing full installation, including delivery, configuration, calibration, and functional verification of industrial-grade 3D printing systems for government or commercial clients.  Evidence of past performance of similar size, scope, and complexity (government or commercial)


  • Training Program: A detailed description of the proposed manufacturer-led or certified training program for operators, covering equipment operation, safety procedures, routine maintenance, and software workflow.


  • Material & Consumables: A summary of the initial consumables, ancillary items, and software that would be provided to ensure the system is fully operational and sustainable upon delivery.


  • Environment & Security: Experience integrating advanced manufacturing systems in military, government, or industrial environments, and the ability to meet Fort Hood access, security, and credentialing requirements.


  • Warranty and Support: An outline of the standard commercial warranty and technical support package included with the proposed equipment. Manufacturer-led or OEM-certified training capabilities, along with the qualifications of key personnel (system operators, technicians, and trainers).


  • Lead Time: The estimated lead time from contract award to full operational capability at the specified location (Fort Hood, TX).


4. Information to help determine if the requirement items are commercially available, including pricing information, and the basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.



5. Identification of any GSA Federal Supply Schedule (FSS), GSA MAS, or other Government‑wide contract vehicles under which the required services are offered.



6. Identify how the Army can best structure these contract requirements to facilitate competition between and among small business concerns.



7.
