Capability to develop a replacement wide area strategic messaging system including network, application, and cyber support in a classified environment. Statement of Need: The Air Force Nuclear Weapons Center (AFNWC) is seeking to identify potential offerors who possess required capabilities and may be interested in competing for efforts to replace a network requiring high Confidentiality, Integrity & Availability (CIA). Offerors must possess at a minimum: - Classified TOP SECRET requirements and technical development. Any contactors that do not have current TOP SECRET clearance will not be considered capable to perform. - Development efforts to be accomplished by US government cleared contractors Offerors must possess capabilities and experience for one or more of the additional capabilities listed: - Legacy hardware replacement with server infrastructure to include virtualization - Deployable/ Human Machine Interface (HMI) design - Interfaces, network, design and external interfaces - Experience with Open Mission(s) Systems capability - Experience with Universal Communication interface standards - Experience with operating systems, other than Windows - Defensive cyber operations technical capability development that could be based in part on an existing network and security operations center - Reliable and secure network development experience - Application software development - Field to on the order of 150+ locations - Experience with designing and deploying ruggedized equipment Preferred capabilities and skills include: - Digital engineering - Preference for Cameo - (Enterprise level) Network Design - Virtualization/Modern infrastructure design - Use of Commercial Off the Shelf (COTS) equipment (to the max extent possible) - Ability to communicate via classified networks Sources Sought Only: This Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Sources Sought does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested party's expense. Not responding to this Sources Sought does not preclude participation in any future RFP, if any is issued. Respond to this SOURCES SOUGHT with an unclassified white paper: White Paper shall describe how offeror can meet minimum capabilities and one or more of the additional capabilities. The intent is to capture all the capabilities the offeror could meet. Responses shall also include whether respondent may be interested in attending an industry day (to be held at the classified SECRET level) for potential requirements associated with the capabilities. Interested attendees shall submit names and classified emails for up to three (3) individuals who would attend the industry day. White papers in unprotected PDF format are due no later than 10 May 2025, 11:59 EST. Responses shall be limited to 5+5 pages (maximum of 5 pages of text/mixed content and up to 5 additional pages allowed for photos of or screenshots from similar or proposed solutions).
