The contract calls for commercial services to establish and manage a guaranteed available buffer inventory of specialty metals, specifically 300M and M50 steels, critical for selected weapon system repair parts such as torsion bars, bearings, and landing gear components. This initiative will utilize a Vendor Managed Inventory (VMI) approach to partner with a metals industry producer for reliable inventory management at a government-approved commercial site. The contract is a sole source acquisition directed to Latrobe Specialty Steel Company, based on their unique position as the sole steel supplier to manufacturers of these essential parts. The acquisition will be conducted under FAR Part 15 with an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract, including a one-year base period plus four one-year option periods, and an estimated contract value ranging from $500,000 to $12,000,000 over the entire term. The awarded contractor must ensure their solution does not disrupt existing commitments to current Department of Defense support contracts. The contract requires maintaining minimum and maximum inventory quantities of 504,670 to 885,810 pounds for 300M steel and 187,420 to 300,000 pounds for M50 steel, with consistent quantities throughout the base and option periods. This is a total small business set-aside under NAICS code 331111, with Latrobe, PA, as the place of performance.
