Full Description

NASA/ARC intends to extend contract NAS2-97001 with Universities Space Research Association (USRA) on a sole-source basis pursuant to 10 U.S.C 2304 (c) (1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The purpose of the contract is to support the Stratospheric Observatory For Infrared Astronomy (SOFIA) Science and mission Operations requirements. The performance period will be extended for up to twelve months, consisting of a one month base period, and eleven one-month option periods. The period of performance will be extended from March 1, 2017 through February 28, 2018 if all option periods are exercised. The extension may increase the current contract value the extent to which is dependent upon the number of options that are exercised. The extension is necessary to continue on-going SOFIA science and mission operations pending the award of the follow-on contract resulting from the competitive solicitation #NNA16579196R. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00PM local time on Monday, January 30, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
