The contract facilitates a three-year grant program administered by the New York State Department of Agriculture and Markets, aimed at supporting Soil & Water Conservation Districts in implementing stream corridor management projects across all counties within New York State. With a total funding pool of up to two million dollars, the program emphasizes ecosystem-based practices such as stream channel restoration, riparian buffer installation, stormwater culvert and roadside runoff control, and public outreach initiatives. Projects must demonstrate clear water quality improvements, measurable environmental outcomes, and be designed to be completed within three years, aligning with state and NRCS standards. Preference is given to projects within the Great Lakes Watershed and those that incorporate matching funds or target specific geographic areas, with proposals evaluated based on their relevance, cost-effectiveness, and scope. Applicants are required to submit proposals exclusively through the Statewide Financial System Vendor Portal by December 8, 2025, with questions due by November 21, 2025. The process includes detailed submission components such as work plans, budgets, certifications, and maps, especially for projects involving construction or engineering. The award process employs a trade-off evaluation model prioritizing project merit and environmental benefits, with additional points awarded for geographic location and matching funds. The contractual framework incorporates standard New York State terms, including compliance with non-discrimination laws, data security, and procurement regulations, but does not specify federal FAR clauses. The contract stipulates that all project activities must adhere to state environmental standards, with performance inspections conducted at the performance sites, and emphasizes the importance of proper documentation, permits, and measurable environmental outcomes. The agreement is formalized through a comprehensive grant contract that includes attachments detailing budgets, work plans, and legal terms, ensuring accountability and compliance throughout the project duration.
