This project consists of rehabilitation and reconstruction of existing public streets in the northeast portion of Lomita (Zone G), and portions of Doria Avenue, 254th Street, and 255th Street. The streets were identified in the City’s 2024 Pavement Management Program Update based on existing pavement conditions. Depending on the existing pavement condition, rehabilitation will range from asphalt overlay to full-depth reconstruction of the existing roadway use and function. The project will retain the existing roadway use and function. The project also includes repair or replacement of existing sidewalks, driveway aprons, cross gutters, curbs and gutters, and restriping of existing roadways to provide bicycle lanes. These improvements are intended to address existing pavement and infrastructure conditions and improve accessibility, multimodal circulation, and traffic safety. Additionally, the project includes an intersection redesign and installation of curb extensions and ADA curb ramps. The project will not construct additional automobile travel lanes, materially widen the existing roadway system, extend streets into undeveloped areas, or increase the vehicular capacity of the roadway network. The project further includes installation of a fire hydrant and associated lateral within the existing public right-of-way. The hydrant will connect to the existing water distribution system and is a minor utility and public safety improvement intended to improve fire protection for the existing developed neighborhood. It will not extend service into unserved areas, expand the geographic service area of the existing water system, or provide infrastructure necessary to accommodate new development.
