Street Sweeping, Flushing, and Disposal Services

The City of Richmond Hill has issued Request for Quotation RFQ-2610251 for street sweeping, flushing, and disposal services covering approximately 1,156 lane kilometres of paved roadways. The scope of work includes spring street sweeping, emergency street sweeping and flushing, and the collection, hauling, and disposal of all generated debris and sediment. The contract is structured with an initial two-year term running from January 1, 2027, through December 31, 2028, with an option for the City to extend for a third year in 2029. Bidders must adhere to strict performance standards, including a two-hour response time for emergency requests and compliance with various provincial and municipal regulations, such as the Occupational Health and Safety Act and the Highway Traffic Act. The award will be granted to the bidder offering the lowest total amount who meets all mandatory technical and compliance requirements. To be eligible, bidders must demonstrate at least three years of continuous experience in providing similar services and provide references for at least three completed contracts of similar scope valued at a minimum of $100,000 CAD each within the last five years. Submissions must be made electronically by the deadline of October 7, 2026, at 2:00 pm. Additionally, contractors are required to maintain an acceptable health and safety program, provide a current Workplace Injury Summary Report from the WSIB, and comply with the City's Environmental Management System regarding air emissions, dust control, and chemical management.
